New Study Released: Effective Civic Learning Builds 21st Century Skills

The Campaign for the Civic Mission of Schools and the American Bar Association (Public Education Division) are proud to announce the release of a new study that shows effective civic learning builds the 21st Century Skills important to a student's success in College, Career and Citizenship."Paths to 21st Century Competencies Through Civic Education," was authored by Dr. Judith Torney-Purta (University of Maryland), an internationally respected education and psychology scholar; with Dr. Britt Wilkenfeld. The results of the study show that those students who receive quality civic learning experiences showed the highest scores on demonstrating 21st Century Competencies.
The following themes emerged during the analysis of the qualitative data: (a) Course Content must be more than learning to use a program or machine in order for a teacher to be prepared to integrate technology in the classroom; (b) Modeling technology use by teacher educators and cooperating teachers instructs by example, (c) Self-acquisition of technology skills needs to be supplemented by formal training for teachers to acquire the technology skills they need; (d) Access and exposure to technology and Internet needs to be expanded; (e) Practical integration of technology in language teaching requires hands-on-experience throughout the teacher preparation program.
THE
EFFECT OF COMPUTERS ON THE TEST AND INTER-RATER RELIABILITY
OF WRITING TESTS OF ESL LEARNERS

This research aimed to investigate the effect of computers
on the test and inter-rater reliability of writing test
scores of ESL learners. Writing samples of 20 pen-paper
and 20 computer group students were scored in analytic scoring
method by two scorers, and then the scores were analyzed
in Alpha (Cronbach) model. The results showed that the test
and inter-rater reliability of the writing samples of the
computer group students were significantly higher than the
ones of the pen-paper group participants.

AND PARTICIPATION IN ESL FACE-TO-FACE AND WRITTEN ELECTRONIC
CONFERENCES

This study was a comparative investigation of face-to-face
and written electronic conferences.
The participants were advanced English as a second language
(hereafter: ESL) students. The two
types of conferences were compared in terms of textual features
and participation. There was no
statistically significant difference in the total number
of words that students produced in an
equivalent amount of time in the two types of conferences.
The discourse in written electronic
conferences displayed greater lexical range, and students
in these conferences produced more
discourse demonstrating interactive competence. The statistically
significant finding of increased
lexical range in written electronic conferences persisted
even when the interactive discourse was
eliminated from the conference transcripts and the transcripts
were reanalyzed. This finding
suggests that, during written electronic conferences, students
were better able to use and practice
a wider range of vocabulary related to the topics. For one
of the groups, participation in written
electronic conferences was more balanced among students,
while for the other group participation
was about equally balanced regardless of the conference
setting. This last finding came as a
surprise and points to a need for further research into
variables that might mediate balanced
participation in face-to-face and written electronic conferences.

Practice

Oral language development needs two essential elements in
order to be maximally realized: comprehensible input (CI)
and social interaction (Peregoy & Boyle, 2005). The
language learning environment, be it a classroom or other
venue, should be structured to include CI as well as encourage
the aforementioned two-way communication qua social interaction.
In this column, we examine two sites that provide CI for
English language learners and also make provision for subsequent
two-way interchanges that allow learners to practice their
oral output.
Randall's ESL Cyber Listening Lab provides the English language learner with many audio files that offer language sound bites on numerous topics. These sound files are graded "easy," "medium," and "difficult" as a guide for the instructor and/or self-motivated learner. According to the creator of the site, Randall Davis,
"the main goal has been to try to combine pedagogically-sound content while making use of Internet technology to deliver it .... to create listening activities with pre-, listening, and post-listening activities to build content schemata, help check students' understanding while introducing new vocabulary, and then encourage speaking activities to expand on language students have learned." (personal communication, July 14, 2005)

E-MAIL EXCHANGE FOR TEACHING SECONDARY ESL: A CASE STUDY
IN HONG KONG

This article presents data from a qualitative case study
examining secondary ESL students' attitudes toward and perceptions
of a collaborative e-mail exchange between a Form 4 (10th
grade) ESL class in Hong Kong and an 11th grade English
class in Iowa. The exchange was based on a researcher-designed
instructional model, utilizing widely accepted theories
and methods for modern second language instruction: cooperative
learning, communicative language learning, process writing,
project-based learning, and an integrated approach.
